Snoop Dogg becomes Snoop Lion, readies reggae CD


NEW YORK (AP) -- Snoop Dogg wants you to know that he's tired of hip-hop, is Bob Marley reincarnated and is embracing reggae instead of the culture of guns he once rapped about.
Also, he's got a new name: Snoop Lion.
The artist said at a news conference Monday in New York that he was "born again" during a visit to Jamaica in February and is ready to make music that his "kids and grandparents can listen to."
The former gangster rapper is releasing a reggae album called "Reincarnated" in the fall. He said that in Jamaica, he connected with Bob Marley's spirit and is now "Bob Marley reincarnated."
Bob Marley's son Rohan attended the conference and gave Snoop his blessing.
"I feel like I've always been Rastafarian," Snoop said of the spiritual Jamaican movement. While there, he said, he visited a temple, was renamed Snoop Lion and was also given the Ethiopian name Berhane, meaning "light of the world."
Snoop didn't explain why he was switching from "Dogg" to "Lion," but it's likely a reference to the Lion of Judah, a religious symbol popular in Rastafarian and Ethiopian culture.
Later, he played five songs for a small crowd, including one called "No Guns Allowed." It features his daughter and includes the lyrics, "No guns allowed in here tonight, we're going to have a free for all, no fights."
"It's so tragic that people are doing stupid things with guns," he said.
Snoop, best known for hits like "Gin and Juice" and "Drop It Like It's Hot," is an avid supporter of marijuana rights and has been banned from entering Norway for two years after trying to enter the country with a small amount last month.
He said that in Jamaica, where he stayed for 35 days, he grew closer to his wife, who saw his transition. He added that he's excited to perform music that his family and children can listen to.
"As a 40-year-old man ... I've got to give them something," he said. "That's what you do when you're wise."
Snoop Dogg said he's not completely retiring from hip-hop but is "tired" of the genre because it is no longer challenging.
"Reggae was calling ... it's a breath of fresh air," he said. "Rap isn't challenging; it's not appealing."
The album was produced by Diplo and will feature Snoop singing. It will be released on Vice Records.
The album will be followed with a documentary of the same name, also produced by Vice. It features Snoop making music and will include some personal elements of his life, a producer of the film said. It will debut at the Toronto International Film Festival in September.
A coffee table book about Snoop's rebirth is also in the works.
"It feels like I'm 19 or 20 years old again," he said.

Pacific pop princess on charity pledge


Pacific pop princess- Vanessa Quai is determined to help kids who are battling cancer.
The pop diva from Vanuatu is currently in Fiji and will be presenting a show at the Vodafone Arena on August 3rd.
Proceeds collected from this event will be given towards the treatment of child cancer patients.
Quai is encouraging people to come forward and help collect funds for the child cancer patients who are in need of aid.
I would encourage people to keep emphasizing more of helping the children who are going through the same situation and run programs about the young people and talk about these issues.
Tickets for Vanessa’s show will be available soon and it can be bought from the Fiji Broadcasting Corporation.

Vanuatu opposition calls for PM’s resignation


Vanuatu’s deputy opposition leader, Edward Natapei is calling for the resignation of Prime Minister Sato Kilman due to his silence over the arrest of a luxury yacht.
Police have searched the mega yacht, the Phocea, in Vila Harbour and found a substance in a plastic bag that they suspect to be opium which is a prohibited drug in Vanuatu.
The Phocea is reported to be owned by Anh Quan Saken, who Vanuatu wants to be the honorary consul to Vietnam.
The Daily Post says Anh Quan Saken also arrived on the yacht and tried to stop Customs, Immigration and Quarantine officials from carrying out their duties.
Mr Saken reportedly claimed there was no need to be check the boat because he was a diplomat and gave lots of money to Vanuatu government ministers.
According to the Vanuatu foreign ministry, Anh Quan Saken’s application’s for honorary consul is still with the government in Hanoi.
The Daily Post also reports Mr Natapei as saying that he is concerned that government ministers are reported to have boarded the vessels before customs cleared it.
Mr Natapei says if the Prime Minister fails to discipline his Ministers and those other individuals who were already implicated in other cases who were also arrested on the yacht then he should resign immediately.

In are few days to come, Vanuatu will be celebrating its 32nd independence day, every year Vanuatu Celebrates becoming independence on the 30th of July, before 1980 Vanuatu was colonized by the two government of France and the British Government. Vanuatu government agency expects Chinese campaign to boost economy


The head of Vanuatu’s Investment Promotion Authority says the government is yet to reap the benefits of its campaign to attract wealthy Chinese.
Smith Tebu says any tourist is a potential investor and the ’Who wants to be a millionaire’ game show based advertisments screening in Hong Kong, are part of raising the profile of Vanuatu.
He says language barriers and cultural acceptance by ni-Vanuatu of an increase in Chinese visitors and business people are challenges to be overcome.
But he says the programme that is now underway in Hong Kong, enables people to enquire further about Vanuatu and the government is looking forward to the positive economic impact.
“It is made particularly in Hong Kong to entice people who have a lot of money or millionaires, people with money to you know transit from mainland China across to Hong Kong and do business.”

The VNPF Board and Management delivered their response to Talemaot’s ‘Monkey Business at VNPF’ Report yesterday, Thursday 19th July, 2012.
Here is a summary of their response:

  • No response on how and why the Bouffa Farm proposal was prepared by the VNPF General Manager’s spouse

  • All recruitment has been conducted under established procedures and guidelines
  • No response on Human Resource Director’s political interests and actions
  1. VNPF Vehicles
  • No response.

Possible Options for moving forward:
The Talemaot team is heartened by the public response to this report, however, we would like to urge everyone to exercise restraint and caution in how we react to this matter. Above all, it is paramount that peace and civil order always prevails in our country.
The following options are suggested for moving forward:
  1. Alternative savings schemes are allowed under VNPF Act under Part 7 – Approved Schemes. However, certain conditions apply to such schemes.
  2. Lobby Minister of Finance to take remedial action. TheMinister of Finance is empowered by the VNPF Act under Section 3 to make changes in the Board if it is not performing.
A copy of the VNPF Act is attached for information.
We encourage you to put forward any other suggestions that address this situation in a peaceful and orderly manner.

I Have Read with Questionable WOW'ness (Is This Serious?)



Monkey Business at VNPF [Vanuatu National Provident Fund]

Talemaot has received worrying reliable information about Questionable Management Practices at the Vanuatu National Provident Fund.
Management Remuneration:
The current General Manager and Human Resource Director are being paid at levels never before seen at VNPF. The current salary levels plus benefits for the two positions are now over 700,000vatu / month and over 500,000vatu / month respectively.
It is questionable whether these remuneration levels were approved by the VNPF Board.
Investment Decisions:
The VNPF Management has recently made questionable ‘investment’ decisions resulting in the institution now conducting business activities that are beyond its legal mandate.
  1. The first ‘investment’ involves running an animal farm out of land purchased at Bouffa, Efate. The land had originally been purchased by VNPF for a housing scheme for members but converted to a farm after the new General Manager’s appointment. Apparently, the General Manager’s spouse (a senior officer of the Quarantine Department) prepared the farm project proposal – whether this was done freely or on a consultancy basis paid for by VNPF is unknown.
  2.  The second ‘investment’ involves co-financing the Nasama Resort at Pango, Efate. Management decided to finance the establishment of the resort using a construction company owned by a certain (late) former Board Member and Chair of the VNPF Investment Committee. Incidentally, workers in the construction company were not registered with VNPF so when a fatal accident (gas explosion) occurred, the two local workers who tragically lost their lives had no VNPF savings for surviving relatives.
The above two ‘investments’ mean that on top of managing members’ savings, the VNPF effectively runs a farm and is a business partner in a tourist resort. Such commercial activities are outside of VNPF’s core business and legal mandate.
Again it is questionable whether the ‘investments’ were made with proper approval from the VNPF Board.
Staff Recruitment and Political Interests:
Under the new General Manager, the VNPF has now become a safety net for ex-Telecom Vanuatu Ltd staff and her close associates. (The current General Manager was formerly Chief Accountant at Telecom Vanuatu Limited.)
  1. The number of ex-TVL staff recruited at VNPF has grown steadily since the GM’s appointment and range from the current Human Resource Director to the ex-TVL handyman who transferred to VNPF on a monthly salary of 100,000vatu+ per month. (Bizarrely, VNPF continues to hire casual labourers to carry out jobs that should be the handyman’s responsibility.)
  2. The Human Resource Director (who is also a Finance Official of Prime Minister Sato Kilman’s Peoples Progressive Party) failed in her attempt to introduce a new HR condition to allow staff to contest political elections and return to VNPF if they are unsuccessful. (Perhaps she has grand plans to contest the upcoming General Elections.) Her attempt failed because the VNPF Staff Manual clearly states that any VNPF staff wanting to contest political elections must first resign from the institution. Considering the historical detrimental effects of political interference at VNPF, it makes sense that the Staff Manual condition continues to apply.
  3. The sister of Prime Minister Sato Kilman, President of People’s Progressive Party was recently employed at the VNPF, reportedly after the recruitment assessment process was doctored at the instruction of the Human Resource Director to give her higher points than another higher scoring applicant. 
Questions remain about whether the VNPF Board is aware of these issues.
VNPF vehicles
Senior management at VNPF have ordered the removal of the VNPF name from the number plates of office vehicles used by management. Presumably, this is so that the public will be unable to identify the vehicles outside of working hours or during times of personal use. 
Again, it is questionable whether the VNPF Board is aware of this.

Vanuatu Labour Council seeks views on minimum wage


Vanuatu’s Tripartite Labour Advisory Council is seeking employers’ views on a Department of Labour proposal to increase the minimum wage by 15 percent.
The increase would take the minimum monthly wage to 319 US dollars.
The Council says employers have until Monday to send in their comments.
Earlier the Council advised against a proposal by the Minister of Labour George Wells for the minimum wage to be increased to 341 dollars a month.
Workers in Port Vila say the current minimum wage of 277 US dollars is insufficient for covering rents, energy costs and school fees.

Vanuatu Football Academy sub-centre gets green light


The already impressive youth development programme of Vanuatu is set to develop even further after confirmation that an additional academy facility will be constructed at the Chapuis Stadium site on the island of Santo. 
The new development will complement the already exisiting youth academy in the Teouma region of the country's most populous island, Efate, as the Vanuatu Football Federation (VFF) looks to expand its pool of players from which to select national teams.

The details were ironed out in a meeting this month at the Ministry of Youth Development and Sports, during which the Vanuatu National Sports Council agreed to hand over control of Chapuis Stadium to VFF.

Present at the discussions were the council's chairman, Erick Pakoa, and CEO, Collin Natonga, while Minister for Youth Development and Sport Morkin Steven was also in attendance.

VFF was represented by President Lambert Maltock and CEO Fabien Hoeppe with FIFA development officer for Oceania Glenn Turner also being on hand.

The federation has been working towards such a deal for a long period of time and President Maltock is delighted that the project can now move forward.

"This is part of the decentralisation policy that VFF has in place to help strengthen its elite programme, as well as improving the standard of the provincial leagues and competitions," he said.

The sports council is just as pleased with the arrangement and CEO Natonga believes it has arrived at a timely moment.

"This historic signing is a step forward for the sports infrastructure of Vanuatu as the country builds up to host the 2017 Pacific Mini Games," he said.

The academy sub-centre will be the next phase of Vanuatu's FIFA Goal Programme, an initiative that enables member associations to implement projects designed to develop football in their countries.

The VFF academy at Teouma was also made possible by funding from the Goal Programme and has already started to bear fruit since its opening in 2009.

Many players have come through the academy to star for their country at international level including the likes of cousins Brian and Jean Kaltack, who are now both key players in the Vanuatu senior squad.

KIDS HOPE VANUATU

KIDS HOPE for Vanuatu. is an exciting program developed through World Vision to reach out to children in need and is making a very real difference in the lives of many children.  Meaningful relationships with caring adults helps to build children's resilience so they are better equipped to handle                  the pressures of life.


This project will be piloted in the urban government primary schools in Port Vila (Vanuatu) with aid and support form the Kids Hope Aus team (Australia).
A design workshop was done 11/07/2012 with contributing ideas from primary school teachers and churches in and around the urban area.
The project should be future developed within Vanuatu's context.
