DRAFT DESIGN TOR

This is kind of a very hard job for me, I am trying my very best to submit a design term of reference for SANMA and PENAMA program, this is really hard for me, the first time to do it all on my own, I wish some one with very much experience helps with the development of that. Hope to get more help by reading more of these other documents.
